New URA guideline to curb shoebox units in central area. A new policy was established on Tuesday to limit the growth of shoebox apartments in non-landed private residential developments in the core zone, as well as to ensure that enough spacious units are built to encourage more families to relocate there. According to the Urban Redevelopment Authority, beginning January 18, 2023, all flats and condominiums in the central area, as well as the residential component of commercial and mixed-use developments, will be required to provide a minimum of 20% of dwelling units with a nett internal area of at least 70 sq m.
This comes as the URA has observed a “chronic tendency of diminishing dwelling unit sizes in the central region,” which runs counter to the URA’s planned goal of positioning this area as a desirable place to live, work, and play. Outram, Newton, River Valley, the Singapore River, Marina South, Marina East, Rochor, Orchard, and the Downtown Core are among the 11 planned zones, according to Huttons Asia. In order to promote more live-in residents, the URA indicated that there is a need to ensure a good diversity of housing unit sizes in the core region to cater to diverse household sizes and sectors.
Ms Catherine He, Colliers’ Singapore director and head of research, praised this as a timely development. “As of the third quarter of this year, the median area for new residential units in the core region was 73 square meters, down from 94 square meters in the third quarter of last year,” Ms He noted. She argued that developers might be trying to maximize land efficiency in order to offset rising land costs. “Without this restriction, there may be an excess of smaller units on the shelf,” she said.
In order to limit potential infrastructural restrictions, the URA lowered the maximum number of units permitted in new private flat and condo projects outside of the core region in 2018.
